Summary: A band of guerillas who stopped a train on the B&O Railroad were captured by a force sent out by Gen. Sullivan. The guerillas raised white flags or pretended to be farmers or soldiers sent to retrieve bodies from Antietam, but their disguises were uncovered. They are part of Gilmore's band and some are from Baltimore.

Summary: Every day rebel deserters who have taken the oath of allegiance at Harper's Ferry or Martinsburg are reporting to the Provost Marshal in Hagerstown. They represent the condition of the rebel army as "deplorable" and hundreds would desert if they had an opportunity.

Recruiting (February 24th, 1864)

Summary: Lieut. C. S. Knodle has opened a new recruiting office in Hagerstown for the 7th Regiment Maryland Volunteers and is soliciting recruits. Robert C. Thornsburg has opened an office and is recruiting a company for Major Cole's Cavalry. Now is a good time to enter the service as "very liberal bounties" are being offered. The governor does not yet know the quota required for the state but the time is expiring for the payment of bounties and the volunteers will not exceed the quota.

Primary Meetings- County Convention (February 24th, 1864)

Summary: The Central Committee has ordered that the Unconditional Union Emancipation voters of Washington County hold primary meetings for the purpose of selecting ten delegates to the County Convention in Hagerstown on March 12. Summary: A group of 30-40 men thought to be rebel deserters passed through Ringgold en route to Gettysburg. They appeared "wretchedly clad." It was later learned they were 25 men who are refugees from Rockingham Co., VA and more people are on the way. [from Waynesboro Record]

All associations in various parts of Washington Co. are encouraged to make their donations to the State Fair in the name of Washington Co. rather than in the names of individual districts.
