Rebel Deserters

Summary

Every day rebel deserters who have taken the oath of allegiance at Harper's Ferry or Martinsburg are reporting to the Provost Marshal in Hagerstown. They represent the condition of the rebel army as "deplorable" and hundreds would desert if they had an opportunity.
