Summary: Two men from Frederick City are promoted in the Union Navy. Lt. Winfield Scott Schley has been on board the frigate Potomac in the Gulf of Mexico as Master and then Lieutenant. Engineer Robert M. McCleary has been promoted and is attached to Adm. Dupont of the South Atlantic Blockading Squadron. McCleary is now Chief Engineer and Inspector of Machinery on board the flagship Wabash.
