Summary
Letter to Citizen editor from "Caucasian", stating proposal, supported by Examiner, to expand probation for citizenship of "foreign" candidates to 21 years of age required a State convention to change law. Then Examiner states that a convention is needed to provide Negroes with same benefit. Asks why the Federal government is quick to espouse the benefits of U. S. citizenship, but then denies rights of loyal citizens, the slaveholders of MD.
