Summary
Notice: Issued by the Provost Marshal's Head Quarters for District 4 in Frederick on Dec. 21, 1863. Men who are enrolled in Class 1 in Washington County can appear before the Board of Enrollment and have their names removed from the draft list if they meet one of the criteria. The four causes for removal are: 1) Alienage, 2) Non-residence, 3) Unsuitableness of age and 4) Manifest permanent physical disability. Another cause relates to having aged or infirm parents where two or more sons are subject to military duty. The claims for removal from the list must be made before the draft takes place. The notice is signed by James Smith, Capt. and Provost Marshal, John J. Thomas, Commissioner and Charles J. Baer, Surgeon, Board of Enrollment.
