Summary
A letter to the Editors from "X" expressing outrage at the mayor of Hagerstown's lack of control of boys between 6 and 18 who constantly play war games with clubs, stones and swords in the city streets, endangering themselves and others. These mock battles take place day and night and there is much yelling and cursing. One fight in the Public Square was finally broken up by the Provost Marshal. Some means should be used by civil authorities to put an end to this riotous behavior, or perhaps it will fall to the Provost Guard to curb the actions.
