The Draft -- A Bounty
Summary
Letter to the editors of the Herald and Torch from "A Friend to the Laboring Man." The writer says that the payment of a $100 bounty to men willing to volunteer for the army should help avoid having a draft and he feels that $100 is enough encouragement. He thinks that the war is nearer its close than the previous year. He suggests a petition be signed which urges the Washington Co. commissioners to offer the same $100 bounty as before. The commissioners are likely waiting to see whether people in the county will support paying the bounty. The writer thinks potential soldiers would rather volunteer and get the bounty than risk being drafted and get no bounty.
