Summary
Dr. Brodhead, Second Comptroller of the Treasury, has said that reimbursement of Union citizens for property damage done by Union soldiers must be authorized by an act of Congress. This shows the importance of sending an efficient man to Congress who will look out for his constituents and see they are reimbursed.
