Summary
Friends of the Union met in Hagerstown to promote the President's request for more troops, adopted resolutions in favor of a draft and punishing "all acts of disloyalty and expressions of disaffection." Officers included John Miller, Jonathan Toby, John Thomas, Edward Stake and Isaac Nesbit.
