Summary
Gen. Stevenson, in command of the post at Harpers Ferry, has issued orders designed to break up trafficking in stolen horses and mules. Officers, enlisted men and camp followers in his district are required to obtain a permit from his headquarters to sell such animals. Those not connected with the army are required to obtain a similar permit from the nearest provost marshal.
