Summary
For eligible men unwilling to be drafted into military service and unable to purchase a substitute on their own, draft insurance afforded them coverage by pooling together a smaller amount of funds from a group of like-minded men and then using this larger sum to purchase the requisite number of substitutes for the number of drafted men present in the group
